*To ask the Minister for Transport and the Marine the person, in respect of all major capital projects, taking responsibility for the project; if any of the projects have displayed cost overruns or delays; and if so, the projects concerned.

The State agencies under the aegis of my Department have responsibility for delivery of Transport 21 projects. In compliance with the Department of Finance guidelines for capital projects, the agencies appoint a Project Manager for each project at planning /procurement stage.

Of the seventeen national roads projects completed to date under Transport 21, thirteen were on or ahead of time and on budget, two were on time but over budget, one was behind time but on budget and one, the Dublin Port Tunnel, was over time and over budget.

Two public transport projects have been completed under Transport 21. One, the DART upgrade, was completed on time and within budget while the Docklands rail station was opened ahead of time and at less cost than originally estimated.
